Zwei Hitzesommer und streikende Schüler und Schülerinnen haben die deutsche Politik verändert. Klimaschutz steht nun ganz oben auf der Tagesordnung. Die Zeit drängt: in historisch kurzer Frist von unter drei Jahrzehnten müssen die Emissionen auf null gesenkt werden. Energieversorgung, Mobilität, Wohnen, Landwirtschaft und Industrie sind umzubauen. Enorme Investitionen sind für diese Transformation notwendig. Und wenn wir beim Klimaschutz scheitern, drohen noch weit größere Schäden, auch wirtschaftlich.

„Wer wird den Planeten retten?“, fragt das Magazin Foreign Policy in seiner letzten Ausgabe. Bisher hat die Politik nur zögerlich gehandelt. In den USA wird von Demokraten nun ein groß angelegtes Investitionsprogramm unter dem Stichwort „Green New Deal“ gefordert. Ursula von der Leyen verspricht als neue EU-Kommissionspräsidentin einen „Green Deal“ für Europa mit einer Billion grüner Investitionen im kommenden Jahrzehnt.

Welche Rolle können Zentralbanken, staatliche Banken wie KfW und EIB und private Finanzwirtschaft spielen, um den anstehenden Umbau voranzubringen? Müssen Zentralbanken eingreifen, wenn Politik versagt?

Der Wirtschaftshistoriker Adam Tooze stellt in einem Artikel in Foreign Policy die provokative These in den Raum: Ein Jahrzehnt, nachdem die Welt die Finanzwirtschaft rettete, ist es nun an der Zeit, dass die Finanzwirtschaft die Welt herauskauft („A decade after the world bailed out finance, it’s time for finance to bail out the world“).
